“Peace is the Economy” The plenary session will be held under the theme of “Peace is the Economy,” further developing the vision presented by President Moon. Keynote speeches and panel discussions will follow, on the subjects of “The New Korean Peninsula Regime and Peace-driven Economy” and “International Cooperation for Peace and Prosperity in Northeast Asia and Eurasia.” The New Korean Peninsula Regime and Peace-driven Economy will be discussed from the standpoint of connecting with the New Economic Map Initiative of the Korean Peninsula, and other national initiatives for development in Northeast Asia (e.g. China’s Belt and Road initiative, Russia’s New Eastern Policy). Participants will explore promising options to connect peace and the economy, i.e. ensure that peace on the Korean Peninsula leads to economic achievements, and examine the implications for each nation of a regime of peace on the Peninsula. Other topics will include future directions for inter-Korean economic cooperation and participation by each nation in development projects on the Peninsula. The theme of “International Cooperation for Peace and Prosperity in Northeast Asia and Eurasia” will cover plans for international cooperation to promote peace in Northeast Asia as we explore a joint platform for peace and cooperation in the region. This will be followed by discussions of a railway community created between the two Koreas, China, Japan, Russia, Mongolia and the U.S. The vision of an East Asian Railway Community draws upon the birth of the European Union (EU) from the European Coal and Steel Community founded between six European nations back in 1951, and has been proposed as a community to promote peace and the economy, built on the backbone of railways in Northeast Asia. The role of international organizations and other plans for cooperation will be discussed as well. |

Theme | The Future of Innovative Inclusive States The Moon Jae-in administration is actively promoting a new vision, “Inclusive Korea for the Commonwealth”, after declaring the year 2019 as the first year to initiate the vision of “Inclusive Korea” and announcing the “Inclusive nation social policy promotion plan”. The “Innovative, Inclusive Korea” would pursue qualitative growth rather than a quantitative growth, while aiming to create a society of coexistence, instead of allowing exclusion and monopoly. In order to achieve an “Innovative, Inclusive Korea”, the Government advocates welfare, a fair economy, and inclusive growth in which the resulting gains are distributed equally to everyone and income increases among mid- to low-income earners. Furthermore, it is essential to pursue values beyond our society and internal affairs such as engagement policy toward North Korea, peace and prosperity in the Korean peninsula, and embracing globalization. The objective of the KIPA session, “the Future of Innovative, Inclusive States” is to introduce cases and core values of “government inclusiveness” in Switzerland, the United States, and South Korea, and discuss a wide range of challenges and strategies to achieve an “Innovative and Inclusive nation”. |

DMZ and Peace Education in Global Context In this session, presenters will have the opportunity to inform the international community of the situation of the division of the Korean peninsula and prominent scholars and activists from around the world will hold in-depth discussions on the direction of new peace and reunification education. This session will be a platform to discuss relations between peaceful and non-peaceful methods inherent in our society and also how the DMZ can contribute to creating a peaceful paradigm on the Korean Peninsula. Participants will include a peace educator from the UK; an ICU peace studies professor from Japan; activists from around the world including the director of Border Peace Schools; international and local researchers and scholars on the DMZ region; and peace and reunification educators. Theme | Development Cooperation in North Korea and Peace on the Korean Peninsula Development of the political posture on the Korean Peninsula lead to an era of peace and cooperation, and since then interest in inter-Korean development cooperation has increased. In this session, the theme of “Development Cooperation in North Korea and Peace in the Korean Peninsula” will be presented and discussed. The first presentation will analyze the impact of South Korea’ s CSOs on peace throughout the Korean Peninsula over the past two decades and address the dilemmas and challenges associated with the establishment of a peace policy. In addition, we will find lessons from the South Korea’s past experience coping with fragile states in terms of international development and discuss the implications of those lessons on the development cooperation with North Korea. Restoration of National Homogeneity between two Koreas and Stabilization of Land Order inside DMZ for Peaceful Co-existence There are several kinds of important things which have to be achieved in the era of inter-Korean exchange and cooperation. One is the restoration of national homogeneity between North and South Korea, and another is the stabilization of land order inside DMZ for the sustainable development. In order to restore the national homogeneity, it is imperative to improve the scope and impact of humanitarian assistance to the vulnerable groups in North Korea, expand social, cultural and sports exchanges, resume Mountain Kumgang tourism project and Kaesong Industrial Complex and raise awareness of unification and the importance of inter-Korean exchanges and cooperation among the youth in South Korea. The whole land in DMZ north of the 38th parallel was nationalized in 1946 by the land revision of North Korea's Government. On the other hand, the ownership of land in DMZ south of the 38th parallel, that is to say, the land in Pa-ju County, Gyeong-gi Province, was scattered and disappeared by the Korean War from 1950 to 1953. Beside, there is a substantial probability that the commanders of combatant nations in Korean War might insist on the dominium of some parts of land in DMZ during preparation for Korean Peace Arrangement instead of the present Armistice Agreement. It is, therefore, urgent mission for Korean People to change the DMZ into a neutral area as a natural monument like the Green Belt in Germany. In respect of stabilization and sustainability, the land in DMZ could not be nationalized or privatized and then should alternatively become the commons, so to speak, the public land like the open space or public surface. |
